Our Vision

Himachal Pradesh envisions becoming a national leader in clean and sustainable mobility by accelerating the adoption of electric vehicles across personal, shared, and commercial segments. The State seeks to leverage its unique geography and tourism potential to showcase innovative EV solutions, while simultaneously building a robust ecosystem for manufacturing, charging infrastructure, and skill development. Through this transition, Himachal Pradesh aims to reduce carbon emissions, improve air quality, generate green jobs, and position itself as a model state for inclusive and future-ready mobility.

Our Objectives

Accelerate EV Adoption

At least 15% of new vehicle registrations by 2030 to be electric across personal, shared, freight, and public transport segments.

Develop Himachal as a Global EV & Innovation Hub

Himachal Pradesh to be positioned as a national and global role model for EV adoption in hilly and eco-sensitive regions.

Build Robust & Accessible Charging Infrastructure

A reliable, interoperable, and seamless charging network to be developed across cities, highways, depots, and tourist hubs.

Provide Incentives & Market Support

Subsidies, tax exemptions, and incentives to be provided for EV buyers, fleet operators, and charging providers.

Create Model EV Cities & Regions

Shimla, Hamirpur, Mandi, Baddi, and Dharamshala to be developed as model EV cities with integrated infrastructure, regulatory frameworks, and high adoption levels.

Encourage Innovation, Startups & Pilot Projects

Support to be provided to startups and enterprises in EVs, batteries, and charging innovation.

Promote Inclusive & Green Employment

Green jobs to be generated across manufacturing, charging, services, and R&D.

Himachal Pradesh Electric Vehicle Policy, 2022

The primary objective of the policy is to accelerate the adoption of Battery Electric Vehicles (BEVs) in the State so that they contribute to 15% of new vehicle registrations by 2025. 

The Department of Transport, Government of Himachal Pradesh, as the nodal agency for electric mobility, is leading efforts to accelerate the state’s transition towards clean and sustainable transport. To reduce emissions and protect the fragile hill ecosystem, the department is implementing key initiatives such as government fleet electrification through E-taxis, formation of EV Mission Cell, expanding public charging infrastructure along green corridors, integration of EVs in municipal operations, EV up-skilling programs, EV sensitization workshops and promoting renewable-powered charging solutions.

These initiatives are being implemented through collaborations with Charge Point Operators (CPO), Hotelier’s associations, IIM Sirmaur, IIT Mandi, SJVN, and Government ITI’s, alongside industry and development partners. Through these coordinated measures, the department aims to establish a robust and inclusive EV ecosystem, positioning Himachal Pradesh as a model state for sustainable and climate-responsive mobility.
